Flowity Road is an AI-based service for road maintenance that processes recorded video (e.g., from mobile cameras or GoPros) to automatically detect and classify cracks, potholes, wear, and other road damages. The system uses GPS coordinates to precisely locate each detected defect and compiles results in standard formats (CSV/ESRI) for integration into municipal GIS tools.

GDPR-Compliance from EU Perspective

During analysis, the system automatically filters out all identifiable objects in the video material: vehicles and pedestrians are detected and excluded so that no individuals can be tracked or identified in the results. Only road damage and technical attributes (e.g., road width, curbs, traffic signs) are retained for analysis. The output contains only data and images of road defects—no videos or images with identifiable persons or vehicles are stored or delivered.

This approach aligns with GDPR principles of data minimization and necessity (Articles 5 & 6). According to EDPB Guidelines on video surveillance, anonymization must be irreversible and applied before further processing. Flowity’s design ensures compliance with these requirements.

Flowity operates on a strictly isolated, EU-hosted infrastructure with no external access. All data flows, processing steps, and anonymization actions are fully transparent, giving municipalities complete control and confidence in how their data is handled.

Road authorities as Data Controller: Responsible for determining purpose and means of processing and ensuring lawful video collection before sending it to Flowity.
Flowity as Data Processor: Processes data as per the municipality’s instructions and GDPR requirements, ensuring secure login, access control, encryption, and strict data handling safeguards.
